The diagnostic
The March 2020 diagnostic report assessed how far the Orange Township Zoning Resolution advanced, or stood in the way of, the land use strategies and vision in the Planning Orange Comprehensive Land Use Plan adopted in November 2018.
The report applied three principles. Zoning should respect existing development patterns and reflect desired ones. It should regulate only what actually needs to be regulated, focusing on desired outcomes. And it should implement the plan, not stand as a barrier to it.
The rewrite
The township then engaged ZoneCo to rewrite the zoning code on the basis of the report's recommendations.
