The work
ZoneCo started with a zoning code diagnostic, released as a public review draft in February 2025, and then rewrote the code as lead consultant.
Adoption
Powell City Council adopted the new zoning code in 2026, the city's first zoning overhaul in decades. Powell can now grow with confidence, within a vision for a strong walkable center and context-sensitive development.
