The work
ZoneCo's 2024 diagnostic set the direction. The rewrite that followed was done with City staff, led by Project Manager Holly Simmons, with ZoneCo's Jocelyn Gibson and Michael Stein on the team. The ZoneCo Regulatory Design Studio illustrated the new standards.
Adoption
After extensive engagement and strategic thinking, Rockville adopted its new zoning ordinance in 2026.
