Background
Teresa's path to land use began in architecture school, where she developed an interest in community planning and urban design. Early in her career she was an urban planner at a national architecture and engineering firm, designing large multi-use projects, community plans, and architectural guidelines on award-winning projects. She then served as Town Planner for a small, rapidly growing community, where she engaged residents in completely rewriting the Town's comprehensive plan and zoning code. Later, as a planning and civil engineering project manager, she designed and managed large site development projects from inception through construction.
Her interest in the laws that shape and regulate community development led her to law school. As an attorney since 2011, Teresa's background in the nuts and bolts of site development, permitting, community engagement, and site design lets her find creative, efficient, and sometimes surprising solutions to complex land use problems. She has represented more than 100 clients in eminent domain and takings matters and many more in land use litigation, permitting, easements, variances, public hearings, and community engagement.
At ZoneCo she is a Senior City Planner and Code Consultant, bringing both of the firm's founding disciplines, law and planning, to zoning diagnostics and rewrites for clients across the country. She represented ZoneCo at the 2026 APA National Planning Conference in Detroit. She is also of counsel to Suder, LLC, ZoneCo's sister law firm.

- As chair of a county Environmental Affairs Board in Maryland, contributed to drafting the county's first forest conservation ordinance
- Committee member for the development of best management practices for stormwater management in the State of Maryland
