How we get there

Every rewrite starts with a zoning diagnostic and stakeholder interviews, so the community and the drafting team share one understanding of the problem before anyone drafts a word. Drafts move through public review in modules, with feedback cycles built into each milestone. When the code is adopted, implementation support is already in the scope: a transition memo, staff training, checklists, and a digital code format.
